One of the hallmarks of a republican system of government is the fact that the public is supposed to be always aware of what the government is doing, and while the government would often do their best to ensure that the public is aware, sometimes, this just is not possible. There are a number of factors that contribute to the impossibility, not the least of which would be the fact that there are too many people, and sometimes, the people themselves do not even care. Typically, copies of public records may only be obtained from the office that made the record in the first place, unless the law identifies a specific place as the only place where the records could be claimed. This would be the case for those records that are considered to be vital records. Also, requests for public records are often made at the local or county level, though this does not mean that the national or state level would not have copies of these records. It is just that it is often easier to request for the records at the local level.

Copies of San Diego County Public Records are also available online through the use of online databases which, though mostly privately owned, could present information that is substantially similar to those that may be found at the official sources. Of course, because they are not official sources, information obtained through them could not be used in official proceedings.
